Can this be clean by certain cleaning agents and how??

You should be able to use normal cleaners on the turbocharger. I wouldn't use anything abrasive which would impact your flows, or anything of that sort. But as long as it is alumnium or regular steel you should be fine. You can always clean with a rag, brake clean, and other types of cleaners.

You'd probably want to change out all of the seals, seals might get ruined while using cleaners on them,
