I am looking at a 1988 RX-7 GXL to buy, but when we looked at it, it would not start. It is getting fire and fuel, but i think that there is not enough compression to combust it all. Am I close or is there something else wrong? any help would be apprieciated.

well if it is getting fuel and spark you would be right.
check everything though there could be some loose wires hoses etc.
if that does work will most probably need a rebuild.
get a compression tester and test it that will give you your awnser.
